The Rising Concern of CBD Vaping Among Students: Findings from the 2022 National Youth Tobacco Survey

The prevalence of vaping CBD among e-cigarette users, particularly students, is a significant concern, according to the 2022 National Youth Tobacco Survey. The survey found that more than 1 in 5 students who use electronic cigarettes reported vaping CBD, which is a component of marijuana that does not produce a high like THC. Additionally, over 6% of students were unsure whether or not they had vaped CBD.[0] The study, which included a nationally representative sample of around 28,000 American students, also revealed that among active e-cigarette users, 21.3% reported vaping CBD, and 6.3% were unsure if they had done so.[0]

The Drug Enforcement Administration (DEA) has stated that synthetically produced cannabinoids, including delta-8 THC, are federally illegal controlled substances. The agency has expressed support for adding all synthetic cannabinoids containing THC, including hemp-derived delta-8 THC, to the list of controlled substances.[1] The DEA is also preparing for broader rulemaking on cannabis after the legalization of hemp, with plans to clarify that synthetic cannabinoids are considered illegal controlled substances while simultaneously moving to decontrol synthetic CBD with up to 0.1% THC.

Vaping CBD poses risks for young people, who often underestimate the potential harm. Dr. Diane Tanaka, the medical director of the Teenage and Young Adult Health Center at Children's Hospital Los Angeles, emphasized that young people may not fully recognize the risks associated with vaping CBD or cannabis. The risks can come from both the act of vaping itself and the marijuana component. The increase in cannabis vaping among adolescents in the U.S. has been attributed to the easy availability, convenience, and discreetness of vaping devices.[2]

Experts have also raised concerns about the safety of vaping CBD. While CBD is non-psychoactive, it has the potential to cause harm to the liver, lungs, and male reproductive system. The authors of the study emphasized the need for evidence-based educational campaigns, interventions, and public policy changes to reduce the potential health consequences of vaping CBD among young people.

There is currently no uniform, EU-wide regulatory framework for medicinal cannabis, although CBD is undergoing a transformation within EU regulations. A comprehensive report explores the complex regulatory landscape within the European Union regarding cannabis, hemp, CBD, and various cannabinoids. The report analyzes the current framework in place, covering areas such as hemp cultivation and processing, finished products, import-export, and the medical and recreational cannabis regime.

The issue of regulating hemp-derived cannabinoids, including delta-8 THC, has been a topic of discussion among state marijuana regulators and hemp industry associations. While there is some disagreement about the scope of the FDA's current regulatory authority, there is agreement that Congress needs to take a holistic approach and consider rules for all hemp-derived cannabinoids.

Overall, the rise in CBD vaping among middle and high school students is a cause for concern. The safety risks associated with vaping CBD, as well as the potential harm to young people's health, necessitate the implementation of evidence-based educational campaigns and policy changes. Additionally, the regulatory landscape surrounding cannabis, hemp, and cannabinoids remains complex, and there is a need for comprehensive and uniform frameworks to ensure consumer safety and product quality.
